Power BI Consultant - Contract is outside IR35 - 6 months +

Predominantly remote working is required (however, visits to Redditch are required and applicant MUST be available at the request of the client).

 

Our client are looking for a Power BI / Dashboard consultant to work minimum of four days per week for 6 month contract, with social housing IT and operational systems knowledge and thinking with MS Power BI skills, plus associated data dashboard development expertise. Our client are within a continuous programme of change and improvement, utilising a system thinking approach. A new housing management IT system, Civica Cx, is in second phase of implementation, along with new regulation for the social housing, which involves developing a data and performance management framework that informs, drives, and controls strategic and operational plans to deliver services to our tenants, residents, and service users in a compliant way. (The service also currently operates and utilises multiple data sources such as Asprey, Spreadsheets)

 

Key to this work is the ability to collect, understand and access current, accurate, reliable, and meaningful data about how the housing service is performing. The use of accurate data and information to drive informed decision making is therefore a key priority for the housing service. The housing service is therefore extending its use of Microsoft Power BI data visualisation tools, to provide this comprehensive performance management framework, to service managers and senior leaders of the housing service, to control operations, inform rational decision making, report accurately and transparently to tenants, residents, and governance, and satisfy regulatory requirements in an efficient, Consistent way.

 

The data within the IT systems, and held locally within the organisations service areas, is currently of mixed quality in terms of accuracy and format. Changes to solution design, data-related process, thinking and use, is also required. Hence our need for a Business Consultant with a housing system thinking approach, as well as Power BI skills, who can also support and advise managers on performance management process design, solution design, coaching and training, preferably in a social housing setting.

The organisations currently have a legacy performance measures dashboard as well as a collection of Power BI dashboards and reports for their Strategic Performance Measures. The legacy application is hosted in IIP, the database is hosted in Microsoft SQL Server.

 

The successful applicant will be responsible for:

  • Facilitation of stakeholder requirements sessions to establish data and information and gap analysis needs across the housing service.
  • Continued development and delivery of the housing performance management dashboard using Civica Cx, other housing sector software, Microsoft Power BI tools, supported by the housing service managers and internal technical specialists.
  • Delivery of support sessions to senior managers to assist in the understanding and use of the performance management framework.
  • Identify and implement the automatic flow of data to the performance dashboard from existing technical housing systems.
  • Identify the Project lead and how periods of holiday and sickness for the project lead will be covered.
  • Provide support and guidance to the senior managers in relation to the integration of the housing service performance dashboard into that of the wider council, through MS BI.
  • Advise on the options for presenting and delivering data to a variety of stakeholders including regulatory and governance, senior leaders, service managers and external customers.

 

The ideal candidate will have:

  • At least 10 years’ experience of helping clients, within a social housing / stockholding local authority setting, to measure, understand & improve delivery of housing services within relevant regulatory and statutory frameworks.
  • At least ten years Local Authority or Local Government experience, particularly in relation to the development of performance data and measures, underpinned by at least 4 years’ experience of MS Power BI (demonstrating competence in data integration, transformation, DAX calculations, report design, Power BI Apps and Power BI Service Dashboards).
  • At least 10 years’ experience of working in solution design and consulting roles across a range of housing organisations.
  • At least 10 years’ experience in the use of systems thinking in the housing / public sector, particularly in relation to a holistic and systemic approach to data collection, interrogation, and use.
  • Expertise and experience of supporting senior managers in the design of large performance management frameworks, and subsequent use and exploitation of performance data and information, to understand, manage and control operations, and using data to problem solve and make rational decisions about strategy and service delivery.
  • Involvement in significant housing and asset management data related service planning and improvement projects, resulting in implementation of a fully effective performance management framework.
  • Experience of high involvement in supporting senior managers in troubleshooting problems with performance management design and finding solutions by design.
